Charles A. Rice

Chuck was born on November 13, 1947, in Kansas City, Missouri, to Elbert “Larry” and Dorothy Nelson Rice. He achieved the rank of Eagle Scout in 1962 and graduated from Center High School in Kansas City in 1965. He attended the University of Missouri–Kansas City, earning a bachelor’s degree in business in 1969. Chuck then joined the U.S. Army and served from 1970 to 1972 with the 3rd Infantry Regiment, known as “The Old Guard,” at Fort Myer, Virginia.

After his military service, Chuck returned to Kansas City and worked in government positions with the General Services Administration and the Missouri Division of Employment Security before beginning a long and distinguished career with the Kansas City, Missouri, Police Department in 1976. Chuck earned a master’s degree in public administration from the University of Missouri in 1990. He retired from the Police Department in 2004 after achieving the rank of Major and serving in several command positions.

Chuck and his beloved wife, Lois, celebrated their 48th wedding anniversary earlier this year. They first met while briefly working together at the Missouri Division of Employment Security. They married in 1978 and built a life centered around their family. Chuck and Lois welcomed their son, Patrick, in 1984, and their daughter, Jessica, in 1986.

Chuck was a devoted husband and father who took great pride in his family. He had a strong sense of responsibility and was always there for those he loved. His family was the most important part of his life, and the love, guidance, and support he gave them will remain a lasting part of their lives.

In his free time, Chuck loved spending time with his family, walking his dog, reading, and listening to music. He was also an avid sports fan and especially enjoyed attending his children’s sporting events. He followed football, basketball, and baseball and enjoyed watching games on television. He especially loved watching Chiefs games.

Chuck was preceded in death by his parents, Elbert and Dorothy Rice.

He is survived by his wife, Lois; his son, Patrick; his daughter, Jessica (Krishna); his sisters, Reina Hilt and Dorothy Stotts (James); numerous nieces and nephews; and his beloved dog, Max.

A Memorial Service will begin at 11:00 a.m. on Friday, September 11, 2026, at McGilley State Line Chapel, 12301 State Line Road, Kansas City, Missouri. A private interment ceremony will be held on September 14, 2026, at Leavenworth National Cemetery, 150 Muncie Road, Leavenworth, Kansas 66048.

In lieu of flowers, donations are suggested to Wayside Waifs, a nonprofit humane society and animal shelter.
