Patricia Surber

Patricia Ann Petre Surber (Mrs. Frank Barry), Professional Registered Parliamentarian- Retired, was

born March 4, 1933 in Kansas City, Missouri. After graduating from Kansas City Missouri Junior

College, she married the love of her life, Frank Barry Surber, on June 6, 1953 in Kansas City, Missouri.

She was preceded in death by her parents, Lottie Helen Seymour Petre and Elvin Mark “Mike” Petre;

husband, Frank Barry Surber; and her sister, Peggy Arlene Petre. She is survived by her daughters,

Peggy Ann Surber Brown of Independence, Missouri, and Mary Jayne Surber Bain (David) of Lee’s

Summit, Missouri; four grandchildren, Steven Matthew Brooks (Danielle) of Independence, Missouri,

Sandra Elizabeth Bain of Columbia, Missouri, Christen Marie Bain (C.N. Anderson) of Des Moines,

Iowa, and John Alexander Bain Wysocki (Amanda) of Kansas City, Missouri; and nieces Shara (Jim)

Surber Spilker and Kimberly (Galen) Surber Snodgrass.

Patricia joined the National Association of Parliamentarians in 1969 and became a Professional

Registered Parliamentarian in October 1972. Her involvement with NAP included service as a member

of the Executive Committee for six years; Editor of National Parliamentarian ® for four terms; Director

of District Six for two terms; fourteen years on the Board of Directors; member of the Board of

Registration Examiners; and two terms as Chair of the NAP Library Resource Committee.

She authored several publications including DAR Parliamentary Procedure and Guide for Chapters , The

Chapter Regents Manual for the National Society of the Daughters of the American Revolution

(NSDAR), and Parliamentary Guidelines for the Professional Secretaries International.

She was professional parliamentarian for the Disciples of Christ Church in Missouri; Missouri State

Society Colonial Dames XVII Century; Missouri State Society of DAR; Missouri State Society Daughters

of the American Colonists; National Society of the DAR; National Society of Women Descendants of

the Ancient and Honorable Artillery of Massachusetts; and the Women’s City Club.

Patricia’s civic activities included service on the Board of Directors of the Women’s City Club and

Trustee and Chair of the Carolyn Doughty Fund for Children. As a member of the Blue Ridge Christian

Church for fifty-four years, Patricia served as President of Christian Women’s Fellowship of District Six

as well as the Church Women United of Independence, Missouri. She had been a member of Lee’s

Summit United Methodist Church since 1999.

Patricia was a member of Kansas City Chapter, Colonial Dames XVII Century; Kansas Division, Dames

of the Court of Honor; Mary Ball Washington Chapter, Daughters of the American Colonists;

Independence Pioneers Chapter, DAR; Eastern Kansas Chapter, Daughters of Founders and Patriots;

Kansas Continental Society, Daughters of Indian Wars; First Families of Portage County Ohio;

Founders of Hartford Connecticut; Kansas Division, Magna Charta Dames; Order of the Garter;

Plantagenet Society; Truman Library Institute; James Kearney Chapter, U.S. Daughters of 1812; and

the Jayhawk Society of the University of Kansas Alumni Association.

In 2001, she received her fifty year pin for membership in the Order of the Eastern Star. She was

Honored Queen of Chapter 29, Job’s Daughters.

Life Memberships have been awarded by the Bingham-Waggoner Historical Society, Children’s

Cardiac Center Auxiliary of Children’s Mercy Hospital, Jackson County Genealogical Society, Missouri

Historical Society, National and Missouri State PTA, and Vaile Victorian Society of Vaile

Mansion-DeWitt Museum.

Patricia also served as President of the Kansas City Chapter, Colonial Dames XVII Century and Eastern

Kansas Chapter, Daughters of Founders and Patriots of America. She was a Regent of the

Independence Pioneers Chapter, DAR; Missouri Court of Assistants of the Women Descendants of

Ancient and Honorable Artillery Company of Massachusetts; and the Kansas Division, Magna Charta

Dames. She served as Chair of the Amendments and Resolution Committee for the Missouri State

Sisterhood of PEO as well as Conference Parliamentarian.

Visitation will be 9 a.m., Wednesday, January 2, 2019, at Floral Hills Memorial Gardens, 7000 Blue

Ridge Blvd, Kansas City, MO. A funeral service will follow at 10 a.m. Patricia’s nephew, Father Galen

Snodgrass, will officiate.
