Rio was born on June 30, 1931 in Jones, Isabela Philippines to Catalino Cachola and Aurelia Barit Cachola. During WW2, his hometown of Jones was taken over by Japanese forces until it was ultimately bombed during the US takeover of the Philippines resulting in the family relocating to Manila.
