I am saddened to hear that Garcia has passed away. During my time at the Harris County Sheriff's Office, I had the pleasure and honor to work with him. He always had us laughing. I'd go to him to vent, because he was always willing to hear me out, he'd always reply to me with, "*smack lips* Maaaaan Franco..." and continue with positive and encouraging words. To his family, I'm sorry for your loss. I and my family will keep you all in our prayers. Thank you for sharing him with us. And finally to Garcia, Thank you for being a big brother. I'm sorry time had separated us, but you and your memory will live on in my heart.

I met Joel when he 1st came to work for HCSO. I enjoyed every day that I worked with him. I have lots of fond memories. This being a large department, we had lost touch with each other over the years. I am very saddened to hear of his passing.
