Shirley Ann Ballard

Shirley Ann Ballard was a woman of deep faith, great love, and a heart that always had room for the people around her. She was a devoted wife, mother, grandmother, great-grandmother, sister, and friend. Her family was her greatest joy, and the love she gave so freely will remain with them for generations to come.

Shirley was born on June 15, 1941, in Fort Smith, Arkansas, to Charlie and Etta Weathers. Her family later moved to Winnsboro, Texas, where she attended Winnsboro High School. It was there that Shirley met the love of her life, Marvin Ballard. They married in 1958 and spent 68 wonderful years together.

Their life together was a beautiful example of commitment, faith, and love. Through all of life's seasons, Shirley and Marvin stood by one another, building a family and a life that was filled with love and memories. Their devotion to each other was evident to everyone who knew them.

In 1966, Shirley and her family made their home in Houston, Texas. Her faith in the Lord was at the center of her life, and she was a faithful member of Second Baptist Church for 45 years. The church became much more than a place of worship – it became a second family. Shirley and Marvin gave their time generously, volunteering and serving in leadership positions throughout the years. She was also a member of the Guild at Houston Baptist University.

Shirley knew how to enjoy life. Over the years, she loved painting, golfing, bowling, and shopping, but what brought her the greatest happiness was being surrounded by the people she loved. Whether gathered around a table, sharing a laugh, celebrating a special occasion, or simply spending an ordinary day together, Shirley cherished time with her family and friends.

She especially loved being a wife, mother, grandmother, and great-grandmother. Her family was at the heart of everything she did. She took pride in each of them and treasured the moments they shared. The memories of her laughter, her stories, her love, and the way she made those around her feel will be carried forward by the family she loved so dearly.

Shirley is survived by her beloved husband, Marvin, and their three daughters: Roxann “Roc” Dougherty and husband, John; Tonyaa Dever and husband, Tom; and Connie Dever.

She leaves behind six grandchildren: Chad Dougherty and wife, Jenni; Taylor Beyl and husband, Lucas; Jordyn Dougherty and husband, Matt McKinnon; Michael Dever and wife, Nicole; Garrett Dever; and Dalton Dever, along with nine great-grandchildren. She was a loving presence in each of their lives, and the love she poured into her family will continue through them.

Shirley was preceded in death by her parents, Charlie and Etta Weathers; her sisters, Virginia Tapley, Ella Mae Ried, and Betty Conway; and her brothers, Charles and Bobby Jo Weathers.

While her family and friends will miss her more than words can express, they can take comfort in knowing that Shirley lived a life filled with love, faith, family, and cherished relationships. Her legacy is not only in the memories she leaves behind, but in the family she helped build and the countless lives she touched along the way.

She was deeply loved. She will be deeply missed. And she will never be forgotten.

Services

Visitation will be held from 5:00 PM to 7:00 PM on Thursday, October 1, 2026, at Katy Funeral Home, 23350 Kingsland Blvd., Katy, TX.

A private graveside service will be held on Friday, October 2, 2026.

A Celebration of Life will be held on Friday, October 2, 2026, at 11:30 AM at Second Baptist Church 1463 Campus, 5757 FM 1463, Katy, TX, with a reception to follow.
