Bill was a lifelong resident of Blountville, Tennessee, graduating from Blountville High School. He was a veteran of the United States Army, having served in the Vietnam War. After returning from Vietnam, he was employed by Eastman Chemical from 1968 until his retirement in 2000. After his retirement from Eastman, he was employed by the Sullivan County Sheriff’s Department for several years.
Bill enjoyed hunting and fishing with family and friends but dedicated his later years to caring for Lucy, his wife and soulmate of 55 years, until her passing. Bill was a loving and caring husband, father, grandfather, great-grandfather, and brother who never met a stranger and was a friend to all.
Bill is preceded in death by his wife, Lucille Delph Snapp; his parents, Roy and Mary Snapp; his brother, Doug Snapp; and his sister, Carolyn Snapp Scherer.
Those left to cherish his memory are his daughter, Melissa Snapp Shelby; son, Bill Snapp; grandsons, Mitchell (Raegan) Snapp, Tanner Shelby, Jacob Shelby; granddaughter, Morgan Snapp (Jason) Newell; great-granddaughters, Hazel Snapp and Fearne Snapp; brother, Herb Snapp; sisters, Mary Ann Reese, Ethel Smawley, Cathy Hughes, Ester Toohey, and Susan Snapp; many nieces and nephews; and special friends, John and Helen Pennington, and Joe and Patsy Higgins.
A graveside service with military honors will be held at Gunnings Cemetery in Blountville, Tennessee, on January 15th, 2026, at 12:00 PM. Anyone wishing to attend should meet at the cemetery 10-15 minutes prior to the service.
