She was born July 12, 1943, in Portsmouth, Virginia to the late Herman and Helen Kern Jeter. Sandra graduated from East Tennessee State University with a bachelor’s degree in special education, and afterward she began her teaching career of more than 20 years in the Hawkins and Sullvan County school systems. Sandra was active in the community, having won the 1971 Outstanding Young Women of America award for her work with the March of Dimes and the National Arthritis Foundation. In 1969, she was chosen Outstanding Member by the Tennessee State Council of Sigma Alpha Sorority for her contributions to her community in the Kingsport Alpha Nu Chapter. Sandra was a former member of Bethel Presbyterian Church in Kingsport, and her Christian faith was paramount in her daily life.
In addition to her parents, Sandra was preceded in death by her husband, Kenneth Wayne Tolliver; niece, Hillary Jeter Sherrick; and a sister-in-law, Debbie Jeter.
Sandra is survived by her son, Richard Hubbard of Knoxville, Tennessee; daughters, Dana “DeDee” Hubbard and fiancé Steve of Lenoir, North Carolina and Jamie Hubbard and long-time partner Dwayne of Gray, Tennessee; grandson, Gabriel “Gabe” Griffin of Lenoir, North Carolina; brother, Dennis Jeter of McMinnville, Tennessee; and nephew, Ashley Jarrell of Dahlonega, Georgia.
The family will receive friends on Monday, May 4, 2026, from 1:00 P.M. until 1:50 P.M. at East Lawn Funeral Home. A funeral service will follow at 2:00 P.M. in the East Lawn Funeral Home Chapel. Entombment will be private in East Lawn Memorial Park.
