Jack was a devoted husband, father, grandfather, and friend whose life was defined by service to others, a commitment to his community, and a deep sense of responsibility to those around him.
A graduate of the University of Tennessee at Martin, Jack continued his professional education throughout his career, including graduating from the FBI National Academy. He proudly served his country as a Sergeant in the United States Army earning a purple heart before beginning a long and distinguished career in public service.
Jack served as a Captain with the Knoxville Police Department, a Wildlife Officer with the Tennessee Wildlife Resources Agency (TWRA), and as Chief of Staff for Roane County Government. He later served in security at Roane State Community College. Through each of these positions, Jack earned the respect of his colleagues and the people he served through his dedication, integrity, and willingness to help others.
Jack was a member of Grace Presbyterian Church where he served as head of security and Sunday greeter and he was a Third-Degree Mason. He was proud of his many years of public service and the opportunity to make a difference in the lives of others.
Jack will be lovingly remembered by his wife, Mary; his sons, Richard and Philip (Amy); his stepdaughter, Amanda (Jeff); and his five grandchildren, AJ, Caleb and Leah Jinks and Audrey and Mary Catherine Luallen. He is also survived by his former wife, Karen, with whom he had developed a friendship, Bentley, his beloved King Charles Spaniel, and many good friends.
Jack was preceded in death by his parents, Jack and Mildred Jinks, his sister, Donna, and other beloved family members.
Those who knew Jack will remember him for his dedication to his family, his commitment to serving his community, and the many lives he touched throughout his career. His legacy of service will continue through the people and causes he supported. Jack’s life was one of service, dedication, and love. His memory will remain a blessing to all who had the privilege of knowing him.
A visitation will be held on September 13, 2026, at 2:00 p.m. at Grace Presbyterian Church in Knoxville. A service celebrating Jack’s life will follow at 3:00 p.m. with Rev. Bryan Wilson officiating. Visitation will continue after the service.
In lieu of flowers, the family kindly requests that those wishing to honor Jack’s memory consider making a charitable contribution to either the Dr. Mary and Jack Jinks Scholarship Fund or the Ely Public Service Experience Scholarship Fund at the UT Institute for Public Service. The family is deeply grateful for these gifts made in Jack’s honor. These contributions will help continue his legacy by providing meaningful opportunities for others.
