

Raised in coal country, Randy’s father was a coal miner as was his father before him. Randy continued this legacy attending the University of Kentucky to earn his dual bachelor’s degree in Mining and Civil Engineering. He worked in the coal industry for many years before transitioning to the civil side of engineering, where he found a long career at Vaughn and Melton Consulting Engineers.
After a short time with Vaughn and Melton, the original owners chose Randy to be their successor to continue leading the company. In this new role, he fully utilized his Civil Engineering expertise and Master’s of Business Administration degree as President and CEO. He soon put a strategic vision in place that led to exponential growth, more than doubling the company’s size and helping it become debt-free. He also led the company in restructuring to become an Employee Stock Ownership Plan (ESOP), an achievement in which he took great personal pride.
Outside of work, he was very involved in professional organizations, including the American Council of Engineering Companies (ACEC), in which he served in many leadership roles, including Kentucky President, and the Kentucky Society of Professional Engineers (KSPE), participating in their inaugural Leadership PE class. He was also a University of Kentucky Fellow.
All these paled in comparison though to his personal accomplishments. Randy was a lifelong believer in God and filled with the Holy Spirit at an early age. Always an active member in church, most recently Park West Church in Knoxville, TN. Randy and his wife, Katrina, have been married since May 27, 1978, almost 48 years. Together they had their daughter, Amanda, who eventually blessed him with his most treasured gifts - his four grandchildren - Shepard, Whitfield, Magnolia, and Lillian.
He was preceded in death by his father John D. Scott.
He is survived by his mother, Shirley Yvonne Mullins Scott; wife, Katrina Turner Scott; daughter, Amanda (Christopher) White; grandchildren, Shepard, Whitfield, Magnolia, and Lillian White; sister, Elizabeth “Libby” Stephens, and her children - Ryan, Nick, Terrance, and Carlee; and many other family and friends.
