A hard worker, a big heart, nutty and crazy, too. Billy was a unique bundle of his own individual style. Never passing up a good laugh and a spontaneous crazy moment, Billy always looked for that opportunity to laugh, to find a smile. He also had to have things his way. And this sometimes caused crazy to happen. But with the big heart that he had, he always let go of the worst to make room for the positive and best to eventually happen. Yes, that "crazy captain, Billy, can be seen in the heavens above waving his "hang loose" hand sign, telling all to stay calm, have fun, and be a little stupid sometimes for all is going to be just fine.

I wasn't close to Billy I met him through his friends. He was hilarious always wanted to help people in general very giving. He'll be miss. My condolences to his family

There are so many memories and I literally can’t remember them all but what I do remember, “leche C’ Billy in the house and the vibe of the party lights up.” Smiles, laughter, endless jokes and most of all, your charisma was a fresh of breath air.
My wife, kids, and the boys back home (Liguan Terrace, Guam) and I will truly miss you! Rest paradise Che’lu!

Hafa Adai, 🇬🇺Billy "aka Crazy B" was a brother to me and my entire family. Him coming frm Guam we met approx early 90's at Golds Gym in Scripps Ranch, Ca. and me and my brother got him into the bodybuilding scene which changed his life forever w competitions, lifestyle, etc. He went everywhere w me literally- bodybuilding shows, family gatherings, of course nite clubs, bars, concerts, etc. the list goes on. He hada Heart bigger than all mankind when it came to helping people no matter what, always expecting nothing in return, this was just the guy He was. I sincerely Love this guy and always will. My Family is stil stunned and I myself wil probably never get over this. Rest easy 'Crazy B' til we meet again. Your a true Hero in my Heart and the best person to ever walk this Earth. I met Billy in 2019. Such an amazing person. In April 2020 he helped me move 3 different days from Escondido to Point Loma. And he resided in santee. That’s about 45min to Escondido from santee and then 45 min to Point Loma. Each time he came to help ME, HE brought waters and energy drinks for everyone. And at the move’s finish he took me to lunch, asked ME what I like to eat. And gave my 12yr old son $20 because he thought my son really came through to help in The move. Completely selfless sweetheart. Such a light and loss to this world.
My heart goes out to his mother. I would like to help her as he helped me. Anything I can do. Please call. 858-705-2577.

Billy was a one-of-a-kind guy and will be missed by all who knew him. ‘Primo’ lit up the room the minute he arrived and it was hard NOT to immediately notice his generosity and willingness to accept you into the family. A loving and caring uncle, he was there whenever the kids needed anything. His sense of humor was priceless, his jokes never ending and his smile contagious. Faith and love for family was always #1 and after every family BBQ, we knew he would want food to share with auntie Sally. I will miss you brotha.
