

She was born in San Diego, California on December 7, 1945, the daughter of Adam “Al” Simon and Dora “Mae” (Castro) Flores. Naomi was an alumna of Sweetwater High School in National City. She married Wayne Leslie Phelps on April 27, 1968, in San Diego.
Naomi was a dedicated wife of 50 years and a devoted mother. Her two boys were her greatest joy, and she supported them unconditionally. She was a beloved sister and aunt and a cherished friend. Naomi loved family immensely and she relished sharing stories about her childhood and extended family.
Naomi was creative, especially when it came to decorating for Saints and OLP’s Grad Night and the holidays. Halloween and Christmas were her favorite times of the year. Every Halloween, Naomi took great pride in crafting spooky displays with her Department 56 houses and illuminated eerie trees. Christmas was no different; she often set up multiple trees to showcase her decorations.
Naomi is survived by her two sons, Lance Matthew Phelps (Jennifer) of Lakeside and Michael Travis Phelps (Roxanne) of La Mesa; five grandchildren: Ben (Kaylee), Maddy, Alex, Max, and Samantha; two great-grandchildren, Ford and Paislee; her brother Ernie Flores (Metta) of Santee; and her sister Rebecca Flores of El Cajon as well as several nieces and nephews. She was preceded in death by her husband, Wayne Phelps, and her parents.
Funeral Services will be held on Thursday, October 9, 2025, at 11:00 a.m. at Guardian Angels Catholic Church located at 9310 Dalehurst Road in Santee. Interment will follow at 1:00 p.m. at Miramar National Cemetery in San Diego.
