Richard passed away on June 28, 2017 at the age of 58. He was born on December 13, 1958 to George Frederick and Lorena Carol (Cowley) Smalley. He was preceded in death by his parents. He is survived by his daughter, Jessica R. Smalley; and 2 brothers, Gary Smalley and Dennis Smalley. Private Services will be held.
