James finished his bachelor’s degree at University of South Florida. He worked as a Sergeant in the United States Air Force, and was a commissioner of the VFW as well as a hall of fame wheelchair bowler.
He was preceded in death by his father, Gerald Sullivan and his mother, Esther Sullivan; his daughter, Jessica Plumley; and his son, Jamie Sullivan.
James is survived by siblings; and many nieces, nephews, cousins, grandchildren, and friends.
A visitation will be held on Monday, February 16, 2026, from 3:00 p.m. to 4:00 p.m., with a funeral service to follow at 4:00 p.m., Serenity Funeral Home, 13401 Indian Rocks Road, Largo, Florida 33774.
Following the services in Florida, additional services will be held in Dunkirk at a later date. He will be laid to rest at St. Mary's Cemetery in Dunkirk, NY.
