Joe was born on March 19, 1935 and passed away on December 25, 2010 at his residence in Hornbeck. He was a life resident of Hornbeck and was a retired School bus driver . He also was a retired SFC having served in the U.S. Army for 20 yrs.
Preceding him in death were his parents Joe and Nancy Phelps, brothers and sisters.
Survivors are 3 Sisters, Mary King and LeVerne Williams both of Hornbeck and Libby Webb of Baton Rouge a host of Nephews, Neices and cousins.
