Toby was born on March 2, 1929 in Willisburg, Kentucky to Edgar Scruggs and Hazel Perkins. Toby served his country during the Korean Conflict as a Rifleman & Private First Class in the United States Marine Corps. He also was a switch foreman for L&N Railroad and retired from CSX.
Toby enjoyed woodworking, boating, and playing cards, particularly Pinochle. He taught all of his card playing abilities to his grandchildren, turning them into regular card sharks. Although they swore he cheated because Grandpa always won. He loved giving his two youngest great grandchildren high fives and they always had a “Goodnight Grandpa” for him when he went to bed. He was loved by all who met him, and his laugh was infectious. He had a witty comeback for everything, a trait he passed on to many of his family. He will be missed by many, especially his daughter Holly with whom he has lived with for the past eleven years.
Toby is preceded in death by his parents; his wife, Marilyn Scruggs; and his sister, Jonel Monroe.
Left to cherish his memory are his children, Holly (T.T.) Bussey, Julie (Joe) Brackett, Kathy (Mike) Moynahan and Linda Arnold; 6 grandchildren and 5 great – grandchildren, plus a host of relatives and friends to mourn his passing.
Funeral services will be held on Thursday, January 7, 2021 at 12:00 p.m. in the Evergreen Dignity Chapel. Visitation will be held from 10 a.m. until the hour of service at 12:00 p.m. also at the funeral home. Entombment will be in the Evergreen Cemetery and Mausoleums. The family would like to remind those visiting the funeral home of the need to wear a face covering.
In lieu of flowers and customary expressions of sympathy, memorial donations may be made to Hosparus and the American Heart Association.
