

She was born in Simpson County, Ky to Garnett and Olane Owen. She grew up in Franklin and Bowling Green, Kentucky. Nell earned her BS in Science/Dental Hygiene and a MA in Political Science from the University of Louisville. Nell devoted a considerable amount of time to public service and civic involvement. Among other pursuits, she was Miss Kentucky 1963, she served on several Jefferson County Task Force studies, spent four years on the City Council and was then Mayor of Prospect, Kentucky. She retired as the Home Incarceration Coordinator for the Commonwealth of Kentucky, was a former member of the Kentucky Parole board for the Kentucky Division of Probation and Parole. She also founded and participated in PALS (Prospect Area Literary Society) a monthly book club of treasured friends for close to 40 years.
Nell is preceded in death by husband of 36 years Joseph G. Glass, and daughter Juliana Glass Hayes and her parents Garnett and Olane Owen.
She leaves behind three daughters, Elizabeth Glass (Guy Gardner, deceased), Vicki Halcomb (Brett, deceased) Catherine Dobbs (Tony), seven grandchildren Savannah & Dallas Gibbs, Braydon, Landon, Cheyenne, and Jaydon Dobbs, and Carl Wayne Hayes Jr. and long time partner Marc Allen.
Guests are invited to attend a visitation from 10-2pm on Wednesday, November 22, 2023 at Arch L. Heady & Son at Westport Village, 7410 Westport Rd. Louisville KY 40222. A Memorial Service will be conducted at 2pm following the visitation on Wednesday.
A private inurnment will take place at Cave Hill Cemetery at a later date.
