He was an Army veteran of World War II. A retired machinist for C. Lee Cook for thirty five years and a member and former chairman of Deacons for Immanuel Baptist Church.
Oakley is preceded in death by his wife, Marguerite Lee Belden, and his parents, Elvin and Molly Belden.
He is survived by his children, Oakley Franklin Belden Jr., (Patricia), Vance E. Belden (Linda) and Mark S. Belden, six grandchildren and fourteen great grandchildren.
A funeral service to celebrate Oakley’s life will be held at 10 am on Saturday, May 21, 2016 at Immanuel Baptist Church, 1121 S. Clay St. Louisville, Kentucky 40203, with entombment to follow at Resthaven Memorial Park. Guests are invited to attend a visitation on Friday, May 20, 2016 from 4-8 pm and after 9 am at Immanuel the day of the funeral.
