Penny is preceded in death by her father, Bill Carter; and brother, Kenneth Powell.
She is survived by her loving husband of 36 years, Frank Tooley; son, Travis Tooley (Rebecca Moore); granddaughter, Addison Tooley; mother, Hazel Carter; siblings, Russell Powell (Frankie), Mary Willis (Steve), and Martha Smith (Will); and many nieces and nephews.
A funeral service will be held at 10am on Saturday, January 26, 2013 at Evergreen Funeral Home, with interment to follow in Evergreen Cemetery.
Visitation for the public will be from 1-8pm on Friday at the funeral home.
