Mr. Locke was my 1st “teacher crush! “ He was always so nice and so cute! He was my PE teacher at Mill Creek.  He was and will always be my favorite teacher.  I was one of those kids who was a natural in athletics. I felt like I was his favorite because he could ask me to do anything and I’d try my very best for him. I was the only girl in the 6th grade that earned the Presidential Physical Fitness Award. He made us all work so hard telling us how we CAN do it! 
     One day I got sent to a counselor because I had checked out a book and someone had written some bad words in it about one of the core teachers. I was so taken aback gasping and was showing it to another kid and the teacher asked what we were looking at? Oh no! I tried to explain but I was accused of writing it. I swore I didn’t many many times but she didn’t believe me and kept butchering me trying to get me to ‘confess’...I was not a liar! After what seemed like an eternity, Mr. Locke came to my rescue!!! He told the counselor that he believed that I would not write such things and pulled me up out of the chair and told me to return to class. Having someone who believes in you means everything at that age...at any age, but I wish I could have told him how much he meant to me. He was a wonderful man, role model, gentleman and teacher! I’m 61 now and have held his light in my heart all these years. He was a good and faithful servant. Rest in Peace and I will see you and be able to thank you when I see you in Heaven. You are missed.

I met Mr. Locke one night at Our Best Restaurant. He was seated at the table near us and heard us talking about Smyrna. My children attend (and attended) Smyrna starting the first year after his retirement. He was very interested in the updates of his beloved school and former coworkers and seemed very nice. My sympathy to his family.

I just heard of Mr. Locke's passing.  I absolutely adored this man!!  I stated with JCPS under the wing of Mr. Locke.  He always looked out for his students and staff.  I gave him the nickname of Papa Locke because of his compassionate heart for all.  He will be deeply missed!!

I, as well as my older sister Courtney Glass, both had the opportunity to have Mr. Locke as my principal at Smyrna. In the Time we were both there, both students and staff alike had nothing but the utost respect and love for him. Mr. Locke set the foundation for the life ive lived will surely be missed. My condolences to all of his friends and family.

I was very fortunate to have worked with Mr. Locke in the UofL reading program for several years.  He was truly a professional educator, whose focus was always doing whatever helped his students.  He knew his students by name, worked with the parents, and established an inviting, educational environment.  A person need only to walk into Smyrna and feel the care and compassion that the school possessed.  He was a role model for all educators, putting his students first in all aspects.  I am truly saddened that his years were cut far too short.  I am blessed to have known him.

Mr. Locke was my P.E. teacher at Mill Creek. He was definitely one of my favorite teachers.  I remember doing warm ups before gym class and him pushing everyone to do better but in a fun way!  He also made me continue to climb that rope and one day I finally accomplished it.  He smiled, put his arm around me and said, "I knew you could do it"! I have not seen him in years but his memories will forever live on. My thoughts are prayers are with his family in their time of sorrow.

Phillip and I were teammates on the Western Ky freshman basketball team in 1960-61. He was a good friend and a great person. I am so sorry for your loss.

I always share with everyone about the principal who consistently supported me as a special ed. teacher at Smyrna.   If I had discipline problems or a need in the classroom, Mr Locke was taking care of it immediately.   I always appreciated that support from him.  He made my job in the classroom so much easier and enjoyable.   My prayers are with his family and friends.



 Phil will live forever in the hearts of everyone who knew and loved him.

As principal at Smyrna Elementary, Mr. Locke was loved by teachers and students alike. He made a great difference in my life, and I will hold fond memories of him always. Donna, my heart is with you.

I had '3' favorite teachers at Mill Creek Elementary and Mr. Locke was one of them!  I can see & hear him now walking around the GYM floor blowing the 'whistle' he wore around his neck while everyone would be ( or suppose ) to be doing our warm up exercises.....  Great memories !!  Deepest sympathy to the family during this time;  he will be missed !

Mr. Locke was my P.E. teacher at Mill Creek Elementary School.  He was not only a skilled athlete, but also a caring instructor.  I always admired him, and he inspired me to make sports an important part of my life.  I'm sure that he influenced countless students in the same way.  I'll always have fond memories of him.  I'm very sorry about his passing, and my thoughts are with his family and friends.

You were the best principal anyone could ever ask for. You will greatly be missed and your family will be in my prayers. I live you Mr. Locked and I'll forever miss you.

Phil was a wonderful role model, friend, and mentor. He was my P.E. teacher when I was a little girl at Mill Creek Elementary. My mother worked there and I remember him always playing with me and joking around with me when I was a little girl. He was a wonderful family friend who was loved by me, my mother, and my cousins who also went to Mill Creek. My whole family knew who Phil Locke was even if they had not met him because we always spoke so highly of him. I will never forget how he helped me climb the rope in the gym when I was his student! When I was a student teacher, Phil let me come to Smyrna and he welcomed me into his school and treated me like I was already an employee. The children at Smyrna idolized him and he felt the same way about them. He was always giving them high-fives and saying funny things to them. He told me when I was in my early 20's that I should be a principal one day and I laughed. He was serious!  He mentored and encouraged me throughout the years of my career and always told me I could do it. I know that he did that for a lot of people because that's just who he was, but somehow Phil always made everyone feel special because of his genuine concern. I am a principal today and I owe a lot of that to him because he believed in me. I cannot believe he is gone because although we could go long periods of time without seeing each other or talking to each other, it was just like no time had passed when we would run into each other again. Phil loved his daughters and grandchildren, and although I never met them I felt like I knew them. He also adored Donna and Shanna and I know they loved him and were blessed to have him in their lives for so many years. Who couldn't love and adore Phil? He was one of the funniest, wisest, most caring people I have ever met. So many lives have been blessed just by having known him and he will be greatly missed by children and adults alike.

Mr. Locke was the best!  He was my gym teacher at Mill Creek Elementry.  Some teachers you just never forget.  Great memories. God bless you all during this very difficult time.

My prayers are with you. Phil was more than a colleague. He was a dear friend and supporter to all. All of his SBAT friends will miss him.

So shocked to hear of Phillip's death. I went to Hart Memorial and Phillip was our hero. Had the opportunity to see him as he substituted for my principal on occassion. We also had a visit at Third Street Cafe when we met with other teachers and friends to listen to John Mayhall play the dulcimer. Your family is in my thoughts and prayers. Phil was such a great guy! I saw how wonderful he was with Donna's grand daughters Chelsey and Kenzie. He was full of love for those girls, and for life in general. He will be missed dearly...

Missing a great man who gave me my first teaching job!!

I started to school with Phillip in first grade at Memorial School in Hardyville, Kentucky and grew up in the same neighborhood in our tiny little town.

He was a good friend and I was shocked to learn of his death.

I am so sorry for your loss of your dad. He was a great man and made an impact even on people like me who only met him a few times. He loved you and the kids like crazy and it showed.
