

In 1955, Bill was the winner of the Louisville Golden Gloves, Flyweight division, and in 1956, he was best boxer in the Novice Division. Prior to law school, he was employed at Vulcan Hart, Fawcett Printing, and Anaconda Aluminum. He was past chairman of several organizations, including Louisville Civil Liberties Union, Prospect/Harrods Creek Optimist Club, and the Downtown YMCA. He was past president of Louisville USUN Association. During the 70's, he was politically active, and ran in the Republican Congressional Primary, as candidate for the People's Party in the US Senate General election, and in the Democratic State Legislative primary.
After graduation from law school in 1972, Bill maintained a private practice. For two years, he was Deputy Circuit Court Hearing Commissioner. For seventeen years, he was an Assistant Jefferson County Attorney, Family Court.
Bill's passions in life were fishing, boating, participating in marathons and triathlons, and travel. He was an active supporter of River Fields, Frazier Museum, Downtown YMCA and the Democratic party. He enjoyed much of his retirement in Tierra Verde, Florida.
In addition to his parents, Bill was predeceased by his son, William E. "Billy" Bartley, III, and one brother, Michael Phalen Bartley.
He is survived by his law partner and life partner, Camille Dean, his 5 children, Joanie Brenzel (Glenn), Robin Bartley-DeCastelli (Luis DeCastelli), Sarah Bartley, Erika Nelson (Paul Cadieux) and Calina Bartley, Step-son, Charles Weisenbarger (Jenny), and 5 grandchildren. He is also survived by his wonderful caregiver, Esperance (Hope) Nyamugisha and his beloved fur baby, Cupcake. The family would like to thank the fantastic firefighters with the Anchorage Middletown Fire Department and the amazing staff at Hosparus Health of Louisville.
The graveside service and burial will be private. Visitation will occur from 4pm to 7pm on Tuesday, July 15, 2025 at Arch L. Heady & Son at Westport Village, 7410 Westport Road.
