He was born to Lorne and Aldina Phillips on March 6, 1935.
Billy worked for LP & L for 30 ½ years. One his favorite past times was fishing and having fish fry’s for friends.
He was preceded in death by his parents.
Billy is survived by his wife, Joyce Livingston; daughter, LaDonna Livingston both of Lubbock, Texas; as well as many nieces and nephews.
Visitation will be held Sunday, November 8, 2020 from 2:00 p.m. to 4:00 p.m. at Resthaven Funeral Home.
Celebration of Life Service will be held at 2:00 p.m., Monday, November 9, 2020 at Bethany Baptist Church.
Interment will follow at Resthaven Memorial Park.
