

She was born on May 21, 1949 in Campbell County, daughter of the late Egbert A. Garbee, Sr. and Lucy J. Garbee. She was preceded in death by one brother, E.A. Garbee, Jr. and one grandchild, Faith Siever.
Frances was a devoted member of the Salvation Army church for over 40 years. She held the position of treasurer of the Home League at the Salvation Army and was actively involved in numerous services and programs, such as the angel tree. Her unwavering faith and commitment to serving others were evident in the countless hours she dedicated to her church community.
Frances grew up on a farm and she had a love for horses. She was an avid fan of crochet and spent many pleasant hours creating beautiful, handmade pieces. She also, found great joy in watching Westerns and loved her children and grandchildren.
Frances was not only a devoted church member but also a child of God. Her profound impact and selfless contributions to her community will be dearly missed by all who were touched by her gentle spirit. Though she has departed this life, her legacy of faith, kindness, and love will continue to live on in the hearts of those she leaves behind.
Frances is survived by six children; Wanda S. Tate (Scott), Dorothy A. Cox, Mary D. Smith, Tony M. Siever, Jr. (Marissa), Richard W. Siever (April), and Sherry L. Lowery, three sisters; Estelle G. Hall, Evelyn G. Mann (Jimmy), and Shirley G. Massie. She is also survived by eight grandchildren; Hunter Williamson, Paul Smith, Jacob Siever, Logan Siever, Levi Tate, Sarah Siever, Kacie Siever, and Hannah Siever.
A memorial Service will be held on Sunday, February 11, 2024 at 3:00 pm at the Salvation Army with Major Caleb Prieto officiating, 2215 Park Ave, Lynchburg, VA 24501.
In lieu of flowers the family asks contributions be made to the Salvation Army, 2215 Park Ave, Lynchburg, VA 24501.
