

Ozzie Belcher was born April 24th, 1960, in Philadelphia, Pennsylvania. He was the second oldest son to Mr. Daniel J. And Mrs. Emma F. Belcher. He completed his elementary school years in Philadelphia, Pennsylvania where he was known as a strong, tough and determined child. He completed his middle school years in the communities of Monroeville and Monongahela near Pittsburgh, Pennsylvania. When the Family moved to Lynchburg Ozzie began to shine in both academics and athletics where he attended Brookville High School and graduated from E.C. Glass High School where he proved distinctively successful in football and track by winning numerous awards and acknowledgements. We fondly recall a highly publicized local high school game where he played a football against his older brother Danny; with Danny at Brookville High School and Ozzie at E.C. Glass High School. A story relevant to recent city boundary expansion and redistricting of public schools. The game highlighted the sportsmanship and honor that were a key part of his character and times of the age.
Ozzie demonstrated strong academic and athletics skills during his time in high school, which attracted a scholarship to attend Virginia Military Institute. (VMI) After graduating from E.C. Glass, he matriculated to VMI where he graduated with a Bachelor of Science degree in Civil Engineering. During his time at VMI he played football as an offensive lineman and was even looked at by some of NFL scouts, however, he chose a professional career in Civil Engineering and US Army reserves.
Early in his career as an engineering professional Ozzie started several businesses with his late father. First, Blue Ridge Mountain Construction Company and later Belstar Incorporated. In September of 1994, Ozzie joined his father at Belstar as a full-time employee and served as the company’s Vice President. Belstar is a construction cost/project management firm with a highly experienced team of experts with core values of trust, effective communication, humble leadership and empowerment. Through hard work, deep expertise, and steady leadership Ozzie became and functioned as a long-standing President of Belstar. His vast professional footprint can be seen across the country in airports, educational and medical facilities, corporate buildings, roads, bridges, and civil transit systems. While Ozzie was in leadership at Belstar, the company received numerous acknowledgements, awards, and acclimations for their excellent work and service, nationally and locally. He personally maintained numerous professional certifications and was involved in a multitude of engineering and construction associations; most notedly served as President of the Association for the Advancement of Cost Engineering International. Osmund’s memory will be cherished by his loving family: his brothers, Daniel Joseph Belcher Jr. (Eureka), Keith Eric Belcher (Lakshmi Moola), Roderick Dimitri Belcher (Audra), and Nathaniel Quincy Belcher; and his sister, Emma Ellen Belcher (Bernard Peter). He was preceded in death by his parents; Daniel Joseph Belcher Sr. and Emma Foskey Belcher.
Ozzie was married to his first wife Teresa for many years in a relationship known for adventure and travel. Following a period of transition, Ozzie married his second wife, Jossette and then became a father figure to her son, Aiden Mejia.
A funeral celebrating Ozzie’s life will be held on June 14, 2026 at 2:00 p.m. at Whitten Timberlake Chapel. The family will receive friends an hour prior to the service.
The funeral will also be available via live webcast.
