Born in Rockbridge County, Virginia on April 17, 1951 she was a daughter of Martha Noel and the late Carl Beverly. She was retail cashier with Walmart.
She is survived by her children, William Nicholas of Lynchburg, Debbie Stone and Donna Elliott both of Hurt; siblings, Lewis Noel and his wife Kathy of Madison Heights, Gertrude Clark of Bremo Bluff; nine grandchildren and eight great-grandchildren.
A graveside service will be conducted 11:00 am Thursday, January 7, 2021 at Spring Hill Cemetery. Phyllis will be available for viewing Wednesday, January 6, 2021 from 9:00 am until 5:00 pm at Whitten Timberlake.
