

Born on May 22, 1945, in Kennett, Missouri, Bill was a son of the late Willie Shirley Morgan and the late Mildred Tate Morgan. Bill had one brother, William Shirley, who died in 1949. Growing up, Bill and his family moved between Missouri, southern California, and west Texas finally settling in Midland, Texas in 1962.
Bill graduated from Midland Lee High School in 1963. He later received an associate’s degree from Midland College. While working at his father’s Texaco service station, Bill met Kathryn Ann (Kathy) Williams at the Tull’s grocery store soda counter. They married May 29, 1964, and were married for 42 years until her death in 2006. Bill and Kathy had one daughter, Patricia Diane (Patti), born in 1966, and two grandchildren, Morgan Elizabeth, born in 1995, and Jackson Edward, born in 2000.
Bill joined the Midland Police Department as a patrol officer in 1968 and served the city of Midland until his retirement in 1996 serving as a Sergeant in the Traffic division. Bill was also a familiar face at MISD sporting events leading security at Memorial Stadium for high school football games and Chaparral Center for high school basketball games. He also coordinated traffic for the city of Midland holiday parades as well as visits from then President George H.W. and Barbara Bush for their family visits to Midland.
Bill was active in Midland serving in the Fraternal Order of Police, the Midland Petroleum Bowling league, and the Texas Tech Parents Club. They loved spending time at their lake cabin at Colorado City Lake. In his ‘retirement’, Bill ran many businesses including several service stations in Midland and the Indian Lodge campground at Lake Whitney. Bill founded Morgan Marine Construction in Mabank in 2017.
Bill and Kathy left Midland to move to Frisco, TX, and Cedar Creek Lake in 1998 to be closer to their daughter and grandchildren. They could always be seen at the soccer field, volleyball court, softball and baseball fields, dance recitals, drill team performances, and lacrosse fields cheering on their grandchildren.
Bill met Sally Simon in 2008 through mutual friends at Cedar Creek Lake. They remained partners until his death. They are members at First Methodist Church in Mabank.
Bill is survived by his daughter Patti Morgan Gunnels and her husband, Jim, of Plano, Texas; granddaughter Morgan Gunnels of Dallas, Texas; grandson Jackson Gunnels and his wife Caroline Musgrave Gunnels of New Orleans, Louisiana; partner Sally Simon of Mabank, Texas and several nieces and nephews.
There will be a memorial service on Wednesday, November 26, 2025, at 11 AM at First Methodist Church in Mabank, Texas. The family will receive friends on Friday, November 28, 2025, at Nally Pickle and Welch Funeral home in Midland, Texas from 6 to 8 p.m. A graveside service will be held on Saturday, November 29, 2025, at Ellis Resthaven Memorial Park in Midland, Texas at 1 p.m.
