Born January 21, 1949 in Lynchburg, Bill was the son of the late John William and Aleise McIvor Harper and was also preceded in death by a brother, Terry G. Harper and a sister, Judy H. Neighbors. He was a retired hairdresser with Regis Salons
Bill is survived by two children, Wendy M. Harper and Joshua E. Harper, both of Lynchburg and his sister-in-law, Eleanor K. Harper of Monroe.
