

He was born on May 26, 1925 in Amherst County. He was the son of Rufus Jasper and Lucinda Lawhorne Lipscomb. He was a combat veteran of WWII serving in the US Navy. He was a charter member of the Monroe Church of God and in 1957 he started the first Amherst County Trash and Recycling service and was a general contractor building homes throughout the general Lynchburg area. He relocated to northern Virginia in 1965. He retired from the DC Department of Corrections as a general maintenance supervisor. He was Past Noble Grand for the Odd Fellows Lodge in Occoquan, VA and served for many years on the town council in Occoquan. He was a Master Craftsman and his mission was to create anything with his hands and his heart.
He is survived by his wife Jewel Wright Lipscomb, his three daughters, Sandra Kay Gallehugh and her husband Daniel, Wanda Sue Denniston and her husband Ralph, and Vickie Elaine Denniston and her husband Dave; two sons, William Ronald and his wife Pamela, and Kenny Wayne and his wife Matina; his son-in-law, James Anderson; 13 grandchildren; 23 great grandchildren and nine great-great grandchildren.
In addition to his parents, he was preceded in death by one daughter, Jill Anderson.
The family will receive friends from 6:00 to 8:00 p.m. on Wednesday, August 26, 2015 at Whitten Monelison Chapel and also on Thursday, August 27, 2015 from 11:00 a.m. to 1:00 p.m. at Monroe Church of God.
A service celebrating his life will be conducted at 1:00 p.m. Thursday, August 27, 2015 at the Monroe Church of God with Pastor James Witten officiating. Interment will follow in the church cemetery with Military Honors by the American Legion.
