

Brenda devoted more than 40 years of her life to serving others through her work with WV Workers Compensation. But perhaps her greatest legacy was the compassion she showed to people and animals who were struggling and often overlooked.
Brenda had a heart for the homeless. Month after month, she quietly spent countless hours purchasing necessities, preparing bags of food and supplies, and personally handing them out to those in need. She didn’t simply see people experiencing homelessness, she saw people who deserved dignity, kindness, compassion, and to know that someone cared. Her generosity touched lives in ways she may never have fully known.
Brenda was preceded in death by her father, John “Red” Elkins; her mother, Dorothy Elkins; her husband, Wayne Scarbro.
Those left to cherish her memory include her son, John Elkins at home; sisters, Wanda Peirson (David) and Phyllis Turner (Lloyd); and brother, Robert Elkins; a host of nieces and nephews and many wonderful friends. She is also survived by her two precious dogs, Cody and Ellie Mae.
Brenda’s life was a testament to the power of compassion. She gave her time, her resources, and most importantly, her heart to others. Her kindness will live on in every person she helped, every meal she shared, and every life she remembered was worthy of care.
May she rest peacefully in the arms of her Heavenly Father, knowing that the love and compassion she gave so freely will continue through the lives she touched.
At Brenda’s request, cremation has been honored and a Memorial Service will be held at 1:00 PM Wednesday August 19, 2026, at Stevens & Grass Funeral Home, Malden with Rev. Randy Wilson officiating.
A visitation with family and friends will be held one hour prior to the service.
