She was born in Kanawha County, West Virginia on March 18, 1940 and was the daughter of the late Lillie Smolder.
She was a 1958 Graduate of DuPont High School. She was an In-home Caregiver. She was formerly employed at Teays Valley Manor in Scott Depot, West Virginia for many years and the tenants all loved her. She enjoyed the beach, going to auctions, and shopping and sitting on the porch watching the sun come up every day.
She was preceded in death by her sister Joyce Nelson, daughter Kimberly Bailey, and mother Lillie Smolder.
Phyllis is survived by her son, Paul Bailey and wife Melanie of Deltona Florida, son David (Tubby) Bailey of Deltona Florida, grandson, Justin King of St Albans, West Virginia, and her loving Jack Russell Terrier, LuLu , Sisters Donna Gwinn, Juanita (Jody) Brown, a host of Nieces and Nephews, Great Nieces and Great Nephews, and Great-Great Nieces and Nephews.
