Born in Moscow Russia, he came to the U.S. June 7 1989 settling in Connecticut. In 2015 Joseph and his with Paula moved to New Jersey to be closer to his daughter and grandchildren.
Joseph was an electrical engineer for Huges Convalescent Home in West Hartford, CT.
Surviving is his wife, Paula Polotovsky, his daughter, Galina Belokon and her husband Thomas Carr, his sister, Raisa Polotovsky and his grandchildren Samuel; and Victoria.
A Funeral Service will be held 12pm on Sunday July 19, 2026, at Bloomfield-Cooper Jewish Chapels, 44 Wilson Avenue, Manalapan, NJ 07726, US.
His burial will be follow at Mount Sinai Cemetery & Mausoleum, 374 Hwy 79, Marlboro Township, NJ 07751, US.
