He was born on January 3, 1933, in Wayne, West Virginia, to P.J. and Lillian (Sexton) Webb. Harlan lived a life marked by service, faith, and a deep appreciation for the outdoors.
Harlan was employed at Empire Detroit AK Steel for 36 years and retired in 1992. A longtime and devoted member of Ridgeway First Church of God, Harlan’s faith was an important part of his life. He proudly served his country in the United States Army during the Korean War, as an 841st engineer company serving 1951-1954, an experience that remained a source of pride throughout his years.
Harlan found great joy in the outdoors, especially hunting and gardening. In his younger years, he also enjoyed bowling and fishing, pursuits that reflected his love of both friendly competition and quiet time in nature.
He was a respected member of Bellville Lodge #376 Free and Accepted Masons, 32nd degree Mason with Canton, Ohio (F& AM), a member of the Korean War Veterans Association chapter 51, a member for 47 years of Ohio Eastern Star Ruth Chapter 17, and a dedicated 50-year member of VFW Post #9943, where he shared camaraderie with fellow veterans.
Harlan leaves behind to cherish many fond memories his wife, Sylvia Harris Webb; his daughter, Carrie (Lee) Au; his grandchildren, Wesley (Jamie) Carpenter, Jason (Natasha) Carpenter, Andrew (Samantha) Carpenter, and Kristen (Jacob) Metzger; his great-grandchildren, Jaylynn, Kayden, Jace, Bella, Maddie, Lyla, Austin, and Lily; dear friends, Rita, Janet, Bill and Jean; and many nieces, nephews and other friends and family. He was preceded in death by his parents; and 8 siblings.
A gathering of family and friends will be held on Sunday, January 11, 2026, from 2:00 to 4:00 PM at Wappner Funeral Directors-Mansfield, 98 S. Diamond Street. Masonic and Eastern Star memorial service will be at 4:00PM. The memorial service will be held on Monday, January 12, 2026, at 11:00 AM at the funeral home, with Pastor John Dodds officiating. Military honors will follow after the service.
