

Penny was a devoted wife, mother, grandmother, sister, and friend. She built a meaningful career in both real estate and retail, where she was admired for her dedication, professionalism, and warm personality. Outside of work, Penny had a natural talent and love for interior decorating, and she enjoyed shopping, visiting the beach, listening to country music, attending concerts, cheering on Shepherd University football, and watching NFL football — always picking her teams based on her favorite quarterbacks. Her generous spirit and joy for life left a lasting impression on everyone who knew her.
She is survived by her loving husband, Thomas Carl Miller; her daughters, Daneill Tracy Deamer and husband Brian Deamer, and Rochelle Tracy Kojac and husband Robert Kojac; and her cherished grandchildren, Robert Mason Kojac, Emma Rylee Kojac, Chase Daniel Deamer, and Noah Camden Deamer. She also leaves behind her beloved great-granddaughter, Violet Mae Deamer; her brother Ralph Franklin Higgs Jr.; her brother-in-law Charles Lemaster; her sister-in-law Keitha Lemaster; along with many extended family members and dear friends.
Penny was preceded in death by her first husband, Daniel Kieffer Tracy Jr.; her son, Darren Tracy; her parents, Ralph Franklin Higgs Sr. and Patricia Ann Higgs; and her sister, Barbara Ralphine Urbassik.
To honor Penny’s wishes, there will be no funeral service. We invite all who knew her to privately celebrate her memory in their own way, knowing she will be with us all in spirit. The family deeply appreciates your understanding during this difficult time.
