Phyl was such a warm and loving person that I never understood why she didn't keep in touch on line after she retired to Whidbey Island. She always did the extras to keep a smile on our faces. Remember "Cops A'Field" for example? A great lady.

Phyllis was an amazing woman. I got to know here when I was an FTO and Tac Officer. There was never a day that she did not smile and laugh, she was infectious for joy. God bless her and my deepest condolences to her family. A smile that will be missed by the SJPD family.

She was like a Mother to many of us. She was stuck in the FTO closet/office with Lou "El Romantico" Cobarruviaz and she treated FTO's and SJPD as a whole as if we were her family. I believe I would not have been selected as an FTO and Academy Tac Officer if it weren't for Phyllis. When she would tell people about Lou's nickname, he would tell her not to tell people that and she would just laugh. God Bless her; rest in peace...

There will never be a person like Phyllis. She had such a zest for life and lived it to the fullest. She had a memory that produced great stories and laughter. I loved her like a sister and will miss her forever.
