

Steve attended Whitehaven High School and in his Senior year, at the age of 17, he persuaded his parents to sign a consent for him to join The United States Marine Corp. Basic training was at Parris Island, South Carolina. He was sent and prepped for 2nd Recon Platoon in Camp Pendleton, Ocean Side, California.
He went to Vietnam and served two tours; he was honorably discharged from the Marine Corp in 1964. Then, he joined the United States Air Force Reserves and received an honorable discharge from there.
Steve's law enforcement career was from 1970 through 2008. He began his career in Virginia but the majority was spent in Tennessee.
He started work in Memphis- Shelby County as a Penal Farm Corrections Officer and when a position was available, he transferred to Memphis- Shelby County Health Department and served for 27 years. During this time he was assigned by the Health Department Medical Officer, Dr. Kahn, as the first Deputy Health Officer. By retirement in 2008, he had served as a lieutenant in the Memphis- Shelby County Police Department.
Steve's main life interest was serving people. During his career, he received many certificates and commendations for his knowledge and work.
Steve leaves behind his wife, and love of his life for 19 years, Dorothy Jean Harrison Phillips. Steve is also survived by his sons: Robert (Patti), Nelson, and Shawn (Heather), step-son Daniel Harrison (Michelle); his daughther, Tammy Whitlock who lives in Roanoke, Virginia, step-daughters Patti Leath (Rodney) and Lori Harrison. He leaves many grandchildren and great-grandchildren. He loved them all.
