Ozzie was preceded in death by his parents; brother, Robert Garland; and sister, Anna Schoone.
He is survived by his wife of 72 years, Jean Evelyn (Bennett) Garland; daughter, Leslie Garland Ratcliffe; son, Gary Donald Garland and wife Linda; grandchildren, Jennifer Marie Yowler and husband Scott, David Ratcliffe, Annie Meredith Promer and husband Tyler, and Emily Meredith Brooks and husband Chris; great-grandchildren, Andrew, Elizabeth, and Jacob Yowler, and Hallie Promer.
Ozzie graduated from West Carrollton High School Class of 1948. He was the captain of the first WCHS golf team and continued his love of golf throughout his life. He was an Air Force National Guard Veteran having served from 1950 to 1955. Ozzie and Jean retired from the City of West Carrollton together in 1987. In retirement they traveled across the United States, and also to Canada, Mexico, and Europe.
A gathering of family and friends will be from 12:00 pm – 2:00 pm on Friday, May 5, 2023 at Gebhart-Schmidt-Parramore Funeral Home, Miamisburg, Ohio.
