

Mr. Carr was born at Camp Kilmer, New Jersey, to Colonel William Edward Carr and Helen Isabel Spencer-Carr. His father, a career Army officer, held an MBA from Michigan State University. His mother, Helen, was a librarian and retired as a professor emerita from Montgomery College, having earned her Master of Library Science from Catholic University.
As a proud military family, the Carrs lived abroad during Anthony’s early years, alongside his brother Michael. These formative experiences fostered in him a global perspective, intellectual curiosity, and quiet resilience.
Mr. Carr earned a Bachelor of Science in Business Administration from the University of Nebraska–Lincoln and a Juris Doctor from Creighton University School of Law. He furthered his executive education through the Federal Executive Institute’s Program for Leadership in a Democratic Society and Harvard University’s Senior Executive Fellows Program.
He began his legal career as an Honors Attorney with the U.S. Department of Transportation. In 1982, he joined the Defense Logistics Agency (DLA), where he served in numerous senior legal roles—including Chief Counsel at DLA Distribution San Joaquin and Senior Contracts Attorney at DLA Headquarters. In 1990, he relocated to Los Angeles to become Region Counsel for the DCMA Western Regional Command. In 2017, he was appointed Deputy General Counsel for the Defense Contract Management Agency (DCMA), where he led global legal operations with integrity and distinction until his retirement in May 2022.
Over the course of his 41-year federal career, Mr. Carr was deeply respected for his legal expertise, steady leadership, and unwavering dedication to public service. He mentored many, led with humility, and left a lasting impact on colleagues throughout the Department of Defense.
Beyond his professional accomplishments, Mr. Carr was an avid football fan and a lifelong student of history. He valued quiet reflection, meaningful conversation, and continual learning—qualities that defined both his personal and professional life.
Mr. Carr leaves to cherish his memory his brother, Michael Carr, and his niece, Athena Franklin of Fredericksburg, Virginia, along with extended family, friends, and colleagues who will remember him with deep respect and affection.
