

Carmen was born on November 28, 1957, in Bogota, Colombia where she lived with her parents Fabio Alberto Quiroga and Yineth Rojas de Quiroga and her seven younger siblings before immigrating to the United States in 1979. Carmen lived and worked most of her life in the Commonwealth of Virginia.
Carmen loved nothing more than spending time with her grandchildren and her faithful four-legged companion, Luna. Carmen loved helping people and making living spaces pretty. Carmen was naturally talented and created beauty with her hands, from dresses, to curtains, flower arrangements, and more.
Carmen was predeceased by grandson, Rome Lee Quiroga. She is survived by her three children, Leandro Alberto Quiroga, Jennifer Karina (Garcia) Rivas (Andrew Rivas), Erick Alexander Garcia (Nadia Novikoff); her grandchildren, Brandon, David and namesake, Carmen; her parents, Fabio Alberto Quiroga and Yineth Rojas de Quiroga; siblings, Ruben Dario Quiroga (Rosana), Fabio Mauricio Quiroga, William Quiroga (Maria), Juan Carlos Quiroga, Francisco Javier Quiroga, Cesar Augusto Quiroga, and her beloved sister, Monica Quiroga Zaslower; a host of nieces and nephews; and her baby, Luna (pet dog).
A memorial service will be held on Thursday, August 8 at 2pm at Woody Funeral Home - Huguenot Chapel.
In lieu of flowers, the family requests donations be made to bridge the gap between the elderly and obtaining a pet companion through Pets for the Elderly (www.petsfortheelderly.org). Carmen believed the joy of having a pet should be experienced by everyone.
