

Frank was born in Spokane Washington on June 9, 1926, and grew up in Great Falls Montana, helping his father operate a trucking and taxicab business. After graduating from high school in 1944, he enlisted in the Navy, where he served aboard a patrol craft guarding the entrance to Pearl Harbor Naval Base.
After the war he entered the University of Montana and married Adeline Plath. Soon after graduating from the University of Montana in Missoula, he was reactivated by the Navy during the Korean War. Returning home, he worked for the Army Corps of Engineers in Walla Walla Washington, and the U.S. Forest Service in Missoula Montana, then relocated to Washington D.C. in 1965.
His marriage to Adeline dissolved, and he married “the love of his life” Lirlene in 1973. He retired from the Department of Agriculture in 1981. After retirement Frank and Lirlene spent much of their time boating and fishing on the Chesapeake Bay. When Lirlene’s health began deteriorating, they settled in Bon Air, and became avid ball-room dancers. Frank became a proud member of several service organizations, including the Elks, Moose, and VFW, and several WWII memorial organizations. Eventually dancing became too much for both of them, so they settled into a quiet life, moving to The Towers assisted living in October 2019. Lirlene died in December 2019, leaving a void in Frank’s life. In 2022, he moved into the Sitter and Barfoot Veterans Care Center.
Frank was predeceased by his wife, Lirlene; daughters, Shelly Marie Day and Randi Lee Wilemon; and step-son, Edwin Garner. He is survived by his son, Frank Edward Parsons (Ginny) of Bon Air; daughters, Rolly Sue Butts (Steven) of Bon Air, and Piper-Lynne Kimberly Larson (Gregory) of Gaithersburg, Maryland; step-daughter, Sharon Humbard (John) of Henrico; nine grand-children; eighteen great-grand-children; and five great-great-grand-children.
The family will receive friends on Friday, November 11 at Woody’s Huguenot Chapel 2:00 to 4:00 pm, and 6:00 to 8:00 pm. A memorial service with military honors will take place November 12 at 1:00 pm at the Westhampton Memorial Park Mausoleum. Due to health conditions by family members, masks will be required at all indoor locations.
