

Virginia and Miami, Florida) left this life on Friday, December 31, 2020. Leon was born in
Beaufort, South Carolina to Julius and Doris Phillips. Leon grew up and graduated high school
in Miami, Florida. Upon graduation he enlisted in the U.S. Air Force where he served in the
Military Police. After his military service, Leon continued his career in the field of Law
Enforcement and earned a Degree in Criminal Justice. Leon served as a Police Officer in Opa
Locka, Florida before moving to King George, Virginia. While in Virginia, Leon served at the
Naval Surface Warfare Center - Dahlgren Division . After 35 years in Public Service, Leon retired
in 2010. Leon was a member of the Hudson-Morris Masonic Lodge in King George, Virginia and
was an avid coin collector.
Leon is survived by his wife of 26 years, Patricia Phillips; four children Jay Leon (Debbie)
Phillips, Laura Michelle Avery, Judson Michael “Mike” Phillips, and Kelly Marie Phillips; four
stepchildren Rebecca (Arthur) Bowles, Michelle Hettiaratchi, August L. (Kimberly) Ott III, and
Kenneth (Suzanne) Ott; 13 grandchildren; 6 great-grandchildren; and three siblings Lynda
Cook, Janet Fisher, and Marvin "Jackie" (Pat) Jackson. In lieu of flowers, the family encourages
a charitable donation to The Montgomery Cancer Center, Shriner’s Hospitals for Children,
Attention Deficit Disorder Association or the charity of your choice.
