

It is with great sadness that we announce the
passing of Warren Allmand on December 7,
2016 at the age of 84 after a lifetime of public
service to Canada and the world. His impact
on our country and its caring values has been
immense. He was a passionate advocate
for aboriginal rights, gun control and
disarmament, and a true internationalist
working for world peace and social justice. A
federal Member of Parliament from Montreal
for 32 years (1965-1997), he served under
Prime Minister Pierre Trudeau as Solicitor
General of Canada, Minister of Indian Affairs
and Northern Development, and Minister of
Consumer and Corporate Affairs. It was as
Solicitor General that Warren introduced
legislation ending capital punishment in
Canada. Retiring from federal politics in 1997,
he became President of the International
Centre for Human Rights and Democratic
Development. Warren was elected in 2005 to
represent the Montreal City Council seat of
Loyola. He served as President of the World
Federalists Movement of Canada and as the
International President of Parliamentarians
for Global Action. He taught International
Human Rights at McGill University and was a
visiting scholar at the Institute of Canadian
Studies. Warren also worked tirelessly with
the Coalition for Peace in Ireland. He served
on the Boards o f many non-profit
organizations including the Canadian Civil
Liberties Association and, more recently, as
President of the Thomas More Institute. He
studied civil law at McGill University and
comparative law at the University of Paris. He
was admitted to the Quebec bar in 1958. He
was awarded Honorary Doctorates of Laws
from St. Thomas University and St. Francis
Xavier University. He was appointed Queen`s
Counsel in 1977 and received numerous
awards and honours, including appointment
as an Officer of the Order of Canada in 2000.
Predeceased by his parents Harold and Rose
Irene Allmand. Warren leaves to mourn his
loving wife Rose Nolan, his son Patrick (Dio),
his daughters Julie and Robin, his sisters
Patricia French and Alice Leclerc (Ray), his
brother Harold (Suzanne Lafrenie`re), his
cherished granddaughter Arisawe, as well as
many relatives, countless friends and
colleagues whose lives he touched in so many
ways. A special thank you to Pauline
Bergeron, Lawrence Lang (Ginette Gagne)
and Pat Zaikaib (George Shaw), Murray
Hardie and Michael Barluk for their lifelong
friendship and support. Visitation will be held
on Saturday, December 17 and Sunday,
December 18 from 1:30 to 4:00 p.m. and 7:00
to 9:00 p.m. at Collins Clarke MacGillivray
White - 5610 Sherbrooke St. West, Montreal.
Funeral service will be held on Monday,
December 19, at 10 a.m. at St. Patrick’s
Basilica – 460 Rene Levesque St. West,
Montreal H2Z 1A7. In lieu of flowers,
donations in Warren’s memory to the N.D.G.
Food Bank would be appreciated.
