

Julia built her life around family, friendship, kindness, and care for others. She had a love for flowers and found joy in crafts, reading, animals, and children. She was creative and generous, with a warmth that was felt by those closest to her.
Julia had deep roots within the Burke County community. Parker Road was named for her paternal family, and much of the family land surrounding East Parker Road later became home to the local hospital and surrounding medical practices. This connection was a point of pride for her, as it reflected the lasting presence of her family in the community she called home. Her life and career remained closely connected to the area. Julia worked as a licensed practical nurse at the local prison, where she was respected and well-liked by many of the inmates she cared for. She also worked at Broughton and Broyhill.
She was strong-willed and independent, with a spirit that carried her through life on her own terms. Those who knew Julia understood that she loved deeply, stood firmly, and cared fiercely. She made many friends throughout her journey and touched many lives along the way.
She will be remembered for her strength, her compassion, her love of beauty, and the way she made others feel valued and cared for, really and truly. Her memory will live on in the hearts of her family, friends, and all who were blessed to know her.
She is survived by her children, Caroll Smith and husband, Charlie, and Robin Whisnant and husband, Todd; her grandchildren, Daniel Smith and wife, Becky, Joshua Cook, Corey Howard, Bronwyn Whisnant, Wesley Whisnant, Timothy Cook Jr., Travis Cook, and Todd Cook; the extended family of Tammy Cook, surviving spouse of her late son, Timothy Cook; and several great-grandchildren.
She was preceded in death by her parents, Wesley Parker and Bessie Parker; her twin sons, Todd Cook, who passed away shortly after birth, and Timothy Cook; eleven siblings; and two great-grandchildren.
The family will hold a private celebration of life.
