He was born Thursday, March 15, 1951, in Manchester, Tennessee, the son of Alton and Peggy (McCullough) Phipps. Charles was one who cared for everyone and put everyone else first in his life. He was an avid fan of Elvis and Johnny Cash. Charles loved working in his yard and enjoyed growing roses and tulips. He enjoyed watching the old westerns like Gun Smoke, Bonanza, the Rifleman, and he was a fan of John Wayne. He enjoyed Frostys, anything coconut, chili, popcorn and a big bowl of ice cream. Charles worked in maintenance at the Holiday Inn for thirty years and with the Randolph County Sherriff’s Department for seventeen years.
Survivors include his wife, Mona Phipps and they were married for forty-seven years; daughters, Tina (husband, Scott) Hollowell, Becky (husband, Watt) Penix, and Lisa Phipps; sisters, Bonnie (husband, Morris) King, and Linda Steele; grandchildren, SiAira Hollowell, Traceston Hollowell, David Foster, Brooklyn Myers, Tyler Phipps, and Selena Borson; several nieces and nephews.
His parents, Alton and Peggy Phipps; brother, Albert Phipps; and a grandson, Justin Bowen, preceded him in death.
Services will be held at 1:00 p.m. Friday, March 4, 2022, at Elm Ridge Funeral Home, 4600 West Kilgore Avenue, Muncie, Indiana 47304. Burial will follow in Elm Ridge Memorial Park.
