David was born on September 8, 1945 in Nashville, the son of William Mincy and Marjorie Pewett Mincy. He married Connie Queen In July of 1975 in Ringo, GA, and she survives. Also surviving is one sister, Pam Cooper of Virginia.
Preceding David in death are his parents; and sister, Cheryl Lamberson.
David was a loving husband, son, and brother. He retired from the Metro Police Department after 40+ years of service to his community.
