He is preceded in death by his parents Roy Sr. and Evelyn Hicks, and sister, Judy Hicks
He is survived by his beloved wife Linda, daughter, Julie McNeill of Fayetteville, brother, Roy Hicks Jr, (Betty) of Vanceboro, sisters, Peggy Evans of Vanceboro, Teresa Anderson (Allen) of LaGrange, two grandchildren, Evan McNeill, Eddie McNeill, and several Nieces and Nephews.
Billy served his country faithfully in the United States Army. He spent his working career at NADEP, retiring in 1997 as Production Department Head.
A private memorial service will be held at a later date.
