Tracy was born on June 24, 1961, in Mineral Wells, Texas, to the late Peggy and Harry Moran. She spent her early years in Texas alongside her older brother, Bill, and younger sister, Lisa. Her family later relocated to North Carolina, where Tracy attended and graduated from New Bern High School.
In her mid-twenties, Tracy moved to Buffalo, New York, where she raised her two children with love, devotion, and pride. She also traveled the world, visiting many cities in North America, France, and Japan, and instilled in her children a love of adventure and new experiences. Later in life, she returned home to the warmth and familiarity of New Bern.
Professionally, Tracy spent three decades of her career in the legal field, most recently serving for over 20 years as the Payout Coordinator and then Office Manager at Kellum Law Firm. She found purpose and joy in advocating for others, taking deep personal pride in helping people navigate challenging times and receive the care and compensation they deserved.
Outside of work, Tracy found great joy in cooking and feeding the people she loved. She was a passionate connoisseur of fine food as well as a gifted home cook who loved to teach others her signature recipes, try new foods, and bring people together around a delicious meal. Tracy also possessed a deep, compassionate heart for animals; she was a steadfast advocate for abused and neglected animals and frequently supported local shelters in need. Above all, Tracy treasured her family, and becoming a grandmother was one of her greatest joys.
Tracy’s memory will be forever cherished by her loving children: her eldest son, Ryan Todd, and his wife, Catherine; and her daughter, Rachel Todd. She is also survived by her beloved stepmother, Sherry Moran; her adored grandson and the light of her life, Ethan Todd; her brother, Bill Moran; her sister, Lisa Moran; and stepbrother Richard Toler. Tracy, in her characteristic warmth and generosity, was also a second mom, bonus mom, or simply “Mama Tracy” to many others, and is remembered and celebrated by extended family, dear friends, and former colleagues.
A Celebration of Life will be held at Cotten Funeral Home on October 25, 2026, at 2:00 pm. The family will be receiving friends one hour prior to the service.
In honor of Tracy’s lifelong love and advocacy for animals, memorial donations may be made in her memory to a local animal shelter or rescue organization of your choice.
