David retired from government service after 30 years with the Geodetics Branch at Aberdeen Test Center on Aberdeen Proving Ground in Maryland. He was an avid bowler and deeply loved hunting. He took great pride in teaching and sharing those outdoor traditions with all the children in his family. In retirement, he was enjoying life in Canyon Lake, Texas.
Above all else, David’s greatest joy was being a father and grandfather. As a loving father, grandfather, son, brother, and uncle, he loved his family fiercely. Affectionately known to his grandchildren as Paw Paw, David was the kind of man who always showed up, for his family, his friends, and anyone in need, for every important moment, no matter what. He never missed a single event for any of his children, even if he had to show up in work clothes. With his grandchildren, he approached every moment with the same dedication, getting on the floor to play, to be present, and to share in their joy. He kept so many treasured mementos that reflected the depth of his love and connection to his family. If any animal represented David, it would be a bald eagle or a deer, both were symbols of strength, independence, and a quiet watchfulness over those he loved.
David is survived by his three daughters, Heather Sherman, her husband Christopher, and their children Jackson and Colton; Kristin Wheeler, her husband Benjamin, and their children Jordan and Marshall; and Helena Bailey, her husband Abe Churn, and their children Brayden and Sophia. He is also survived by his mother, Constance (Bailey) Colvin, and his sisters, Annette Rolfes, Tamara Smith and her husband James, and Michele Maloyed and her husband Donald, along with many extended family members.
David was preceded in death by his father, James E. Bailey; his grandparents, Henrietta and Leo Walters and Edna Bailey; and his nephew, Ian Stewart.
A memorial service will be held on Saturday, February 7, 2026, from 12 to 4 PM at Grandview Church Hall, 2022 Fallston Road, Fallston, MD 21047.
David was known for his strong work ethic, deep commitment to his family, and generosity. He would gladly give the shirt off his back to help anyone in need. In lieu of flowers, the family asks that visitors bring a new or gently worn shirt, which will be donated in David’s honor to a local VA shelter.
