She was born on December 10,1930 in Gonzales, Texas to Ryon Lair Mills and Annie Bell (Aldis) Mills.
Jessie enjoyed fishing especially at Canyon Lake, playing bingo, going to Casinos, quilting quilts, putting jigsaw puzzles together and watching her westerns on television.
In addition to her parents, Jessie was preceded in death by her husband Leslie Moore, her only child Cheryl Fisher, (brothers) Morris, Louis, Laford, Lonnie, Charles, Robert (Rusty), and Donald,(sisters) Annie Bernice and Sytha ( Skeeter).
Survived by a sister Patsy Hammond of Kerrville, Texas, a sister-in-law Betty Mills of New Braunfels, Texas, A niece that she raised like a daughter Rubynelle (Mills) Long-Kennedy husband Hilroy, Numerous nieces, nephews and a host of friends.
In lieu of flowers, donations may be made to Hope Hospice.
