He was born in Englewood, Kansas. He joined the Armed Forces and proudly served in the US Marines Corps and was honorably discharged. His passion was art and for many years he built neon signs. Milford is preceded in death by his parents, father, Cecil Phillips, and mother, Marie Viola Dillon. He is survived by his sister, Carol Clements, brother, Vernon Phillips; and numerous nieces, nephews, and friends.
A Graveside Service will be held at Comal Cemetery in New Braunfels TX at 2:00 PM, Tuesday May, 4th, 2016.
