Bob was a guiding light within  the Executive Board of the California Narcotic Officer's Assoc (CNOA). Not only did we listen when he spoke, we appreciate all the years he dedicated to our training program. He had a fantastic sense of humor and delight. It was always a pleasure to be in his company.

We knew we loved you the first time we met you.

Bob and I crossed paths as law enforcement coordinators with WSIN.  True, Bob was computer challenged; however, when we hosted training at CNOA,  Bob was in the front row as a student to learn.  He always wanted to learn to be a better coordinator.  

Bob and I shared the love of gardening.  When he retired from WSIN, we kept in touch to talk about the state of the state at WSIN and how our gardens were doing.  I appreciated those calls so very much.

We also shared our christian faith.  The pain is there for Bob's passing; however, my heart rejoices he is Home and at peace.

Bob and I worked together at the Western States Information for more than 20 years.
He had a great “”Yogi Berra” sense of humor and of expressing himself. He was a man of high character who loved and was proud of his family. I will personally miss him and cherish his memory.

Bob devoted his life to public safety and service. He built a remarkable law-enforcement career, including many years in leadership with the California Narcotic Officers’ Association (CNOA), where he shaped training, supported officers, and advanced narcotic enforcement efforts statewide. We were fortunate to have Bob serve as a Law Enforcement Coordinator at WSIN, where he worked closely with many of you and provided trusted guidance, insight, and support to countless investigators.

Anyone who worked with Bob knows he wasn’t exactly a fan of technology. But what he lacked in computer skills, he more than made up for with heart, humor, and experience. Bob was a mentor, a storyteller, and a friend. His personality filled every room, and his presence left a lasting mark on this agency and on the officers he helped throughout his career.  Bob will be sorely missed but never forgotten.

You will be missed Bob, and we will always keep you in our memories.

Bob thank you for always taking the time to talk to me and provide insight to the CNOA E-Board as I was coming up the chairs. More recently these past years, I always appreciated you commenting on my Facebook page and getting to see you and your families photos.  I enjoyed our talks when we were able to get back together in person.
To the Blanchard family, thank you for sharing Bob with us all these years. He was a great mentor, great friend, and he will truly be missed. I pray that you and your entire family will get through this tough time and live with a wonderful memories I am sure Bob has left you all.

Just wanted to let you know how much I will miss you.  You were the one back in the 70’s at CNOA that was a figure larger than life to me. I looked up to you as an example of how ,along with ,Eugene Stephens that I wanted to copy Region 2 after.  Thank you for all your guidance and the great times. Rest in Peace my friend.
