James was born in Newark, to the late John Joseph and Margaret (Ford) Quinlan. He was a proud Air Force Veteran, after his service he moved down to Ocean Grove. Prior to his retirement, he worked as a Supervisor of traffic division in the city of Long Branch for 37 years.
James is survived by his siblings, Elizabeth Howell and her husband Clyde D.Jr. of Orlando Florida, Stephen Quinlan of Orlando florida and Mary Goytil and her husband Christopher of Andover his niece Nicole Quinlan; his nephew James May and his wife Maria and many loving grandnieces and grandnephews. Along with his parents, his brothers, Father John Quinlan and David Quinlan, predeceased James.
